If you're ready, let's start !

 Step 1 

Base colour.

 Step 2 

Add light blue gradient some thin lines.

 Step 3 

Multiply a painted layer using pink/red hue.

 Step 4 

Add luminosity use pink, light a blue & green to add different lights & colours.

 Step 5 

Using another lumo layer & smaller brush, do little highlights to give it a nice sparkly effect.

Step 6 

Adjust contrast/brightness & tweak till you're happy!
