If you're ready, let's start !

 Step 1 

 Select dark base colour

 Step 2 

2. With slightly lighter colour lightly paint in shapes of clouds

 Step 3 

3. Add lumo layer and select different hue for highlighting. Purple in this case.
Add some interesting lines.

 Step 4 

4. Still on lumo, add a white moon, Airbrush outside of moon for glowy effect.

add light blue highlights on the clouds around the moon for the highlights.

 

 Step 5 

Add tiny stars on sky (avoid area near moon) Do it on lumo

Compy paste stars to do things faster too.

Step 6 

Final touches with multiply layer for more depth.

And you're done!
