If you're ready, let's start !

STEP 1

 

Draw a simple, while line with line brush tool on a new layer. First, press and hold down 'shift' and draw a line.

This will help you to draw a straight line. Then press 'Ctrl' + 'T' and turn it to line position you like. Master diameler : 6px

Hardness: 0%

STEP 2

 

 

Choose 'smudge tool'

Select a rough brush like this. Set the 'Strenght' around 65%, start smudging and create a shape like mine.

STEP 3

 

Create a new layer and drag it under the layer which you have this blast on it. 

Draw a line with dark blue like i did.

 STEP4

 

Start smudging with the same brush and settings like you did before to get the result like mine.

STEP 5
 

 

Create  a new layer and drag it between your white and dark blue blast layer. 

Draw a line with light blue.

STEP 6
 

 

Do the same like at step 4.

STEP 7 - FINAL
 

 

Create a new layer and keep it on line top. Select the brush tool. Master diameler: 10px

Opacity : 0%

Click on the "Brushes" tab:

Follow these settings :

click on 'Brush tip shopes' and set the 'Spacing' to 177%

Then click on 'shape dynamics' and set 'size jitter' to 81%

The last is to click on ' Scattering' and set 'Scaller' to 569%.

 Set the color to white.

On this new layer draw these glowing shapes like i did.

Do not draw too much!
